AbstractNinety percent of the populations are depending on natural resources for their livelihoods, including agriculture, fisheries and forestry. From day to day the rate of extraction of fishery resources has been very high and in some instances not sustainable. The conflicts between commercial interests and community have been increased due to high demand of fishery resources competition. In order to solve the problem, the government has changed its policy by giving more responsibilities to local communities over fishery resources. Recently, the government has canceled many commercial fishing lots (56 percent of the fishing lots in the country), which are transferred to local communities for management. Due to fisheries policy reform is new in Cambodia; the government has facing many problems for implementation of fishery policy reform. These problems included legal vacuum in which most fishing operation take place, lack of accountability of public institutions and weak capacity of government institutions and community fishery for the implementation of theirs tasks, low education of local people especially in illegal activities of fishing. The study is suggested to evaluate the level of people's perception and participation in decentralized fisheries policies in Cambodia: A case study from Phneat-Kohpongsat Community Fishery, Banteay Meanchey Province. This study have been looked on people's perception, people participation, local capacity for community fishery in the study areas. The effectiveness and weakness of policy and legislation for fishery management were also analyzed based on the real situations. The research has been taken mainly from primary data collection. Secondary data was collected to supplement for the study. The data collection method were used some tool of Participatory Rural Appraisal (PRA) techniques such as interview, group discussion, key informant interview, and other methods such as questionnaire survey, and participants observations. Results and analysis about people perception and participation of fishery policy reform in the study areas are made. The summary of finding for people perception can be seen as the weak level of awareness for rule and regulation for fishery management, most of respondents feel positive way for fishery policy reform, and cooperation level of four key stakeholders involved in community fishery management was moderate level. People participation in community fishery activities was rarely level, People participation in decision making was occasionally level and people participation in monitoring and evaluation was never. Local capacity which focused on capacity building gained from community fishery activities were low level and local capacity for social and economic benefits were in initiative stage. Several factors for the weakness and effectiveness of fishery policy and fishery regulation were identified. Summary of Recommendations are made for improving community fishery management as well as fishery management in Cambodia
