Abstract | The existing bureaucratic practices have been the factor that affected on the public sector management in Cambodia. especially in public services delivery sector of the urban infrastructure goods and services. An examine of the reforms pursued by a nationally known agency of Phnom Penh Water Supply authority (PPWSA) that last ten years was a poor public service provider and until now PPWSA has achieved as the best practice and given an efficiency in the service quality in the Phnom Penh city. In exploring the case study. a focusing on the professionalized public administration and the influence factors in PPWSA, the major findings are: 1) the leadership of the manger is the important factor that make the reform process success, and to do a radical change within its internal restructure reform with instruments like an increasing a salary level and building a strong of regulatory frameworks support the process; 2) the political support from the top influence leader to convince the public to change the culture of using free water and to pay the water bill form the urban residents; 3) A support from the other external assistant financial agencies during the phases of the reform programmes. By looking TWSA is a semi-autonomy as the case study on the future replication process of the public administration reform for future trend for provincial towns that leaned by example from PPWSA, the result is found that the leadership of local manger is weak because of being influenced by the local interest groups and residents who are living in the area and using free of services. A conclusion is also finding that the semi-autonomy status has not given clear of the authority to be independent from the external and internal forces of influences in the daily practices in the provincial government structure. A few general recommendations are made at the national level and provincial level by giving a suggestion to the government should give clear the foundation for knowledge to the local mangers to understand and be responsible of between the politic and public administration in practices, and provides the good training skills for managers in the new leadership skills, promote the incentives and reward policy for public civil servant, and give priority to the professional decision rather than political decision in all level of implementation in practices |
