Abstract | For strategic planning and informed decision making on urban solid waste management (SWM), municipal authorities are in need of sound financial data on various waste management approaches. The aim of the study is to test the integration of financial assessments with Material Flow Analysis (MFA) on solid waste management in an urban area in Dhaka City, Bangladesh. Based on the initial assessments of the mass flow and cost flow, the study has developed three alternative scenarios of composting - `small', `medium' and `centralized' and then has compared the costs and revenues of these options. From the calculation of the baseline cost, it was found that solid waste management costs of the study area are about Tk 15,559,476 (in 2003), whereas the conservancy tax collection was Tk 7,201,346, about 2.16 times lower than the cost. Among the compost options, it was found that a small (4 ton capacity'day) and medium (14 ton capacity/day) scale composting in the neighbourhood could reduce the SWM cost by 7.26 and 38.64% where a 200-ton/day capacity of centralized plant could reduce the landfill cost by 79%. This study revealed that the small scale composting is not financially feasible even without counting land rent whereas the medium scale and centralized composting options are financially feasible even with land rent. It could be due to the small and medium scale composting is labour intensive where centralized composting is capital intensive. |
