AbstractAlthough the Hydropower Independent Power Producers (HP-IPPs) are in booming period in Vietnam recently, the implementation is still lower than expectation as planned; and much lower than actual needs. The study had been conducted to find the strategies to attract more capital investment in HP-IPPs. The legal framework governing HP-IPP, current status and characteristics of HP-IPP were covered by the study. Twelve projects were analyzed in the light of financial and risk sharing issue. A survey was conducted among HP-IPP's participants including project owners, government officers, bankers, international financial institutions and consultants. The identified problems in fund raising for HP-IPPs were presented and analyzed. The study found that the legal environment in Vietnam have improve dramatically and great opportunities for IPP development in hydropower. The study also revealed that a number of possible solutions maybe useful for HP-IPP development. The solutions were proposed in many aspects such as the diversification of financial sources, the public electricity price and benefit/cost ratio, two¬stage electricity price, the reduction in equity requirement capital, and more.
