AbstractIn the context of rapid increased of population and growth of urbanization in VCC, settlement along the river banks are becoming more dense. These arise out of building construction and land filling that is proceeding commonly outside of the legal and administrative regulation of the government. It is important to understand the extent, conditions and reasons why this illegal activities continue to be unchecked by existing regulatory system and practices. The dramatic rise demand for land has strained and posed serious problems to current land use management and its implementation. It likewise explores and identifies associated adverse environmental effects of management and implementation weaknesses. The scope and focal level of the investigation is at the city and urban villages that located along Mekong River bank from Upstream of Ban Sikhaytha, Sikhothabong District to Midstream of Ban Vattchantha, Chanthabouly District and Down stream of Ban Khoknin, Sisathanak District. Findings reveal serious ineffectiveness of present-day land use management, building control and its regulations in regulating land development, resulting in land use violations as: illegal constructions, and widespread unsound land filling. These in turn are associated with neighborhood environmental problems such as high residential congestion, flooding and fire accident risk. Further, the study argues that that the main reasons of ineffective implementation of land use management, building control and its regulations is caused by inappropriate, obsolete land use plan and regulations, lack of people participation in the planning process, dishonesty among Implementing Staff and decision making (including lack of public awareness on regulations). The thesis outlines some recommendations in order to improve the appropriateness, social acceptability, and enforcement and compliance level in a land use plan and regulatory framework that can be more sensitive and friendly to creating livable environments
