Performance assessment of the agricultural land reform cooperative activities in Thailand : a case study in Nakhon Pathom Province

AbstractThe research deals with the performance assessment of the agricultural land reform cooperative activities in the central plain of Thailand. The general objective of the research is to assess the performance of the BALRC in generating viable benefits to local members in land reform area in Thailand. The specific objectives were to review and examine the current performance of the BALRC; to assess the performances of cooperative and members in their participation in the BALRC activities; to obtain member in terms of benefits and satisfactions on the BALRC activities; to identify factors associating with the performance of the BALRC and their members and identify problems and potentials; and to suggest recommendations to improve the performance of the BALRC and provided policy implications in future. The performance of the cooperative was focused in shareholdings, savings, credit and purchasing activities of chemical fertilizer and rice. The financial performance of the cooperative was examined for ten fiscal years from 1994 to 2003. The research was conducted in the land reform area of Buddhamonthon district of Nakhon Pathom Province in the Central Plain of Thailand. The research was a survey design using primarily quantitative analysis. Main findings of the research showed that the financial performance of the cooperative was poor due to insufficient working capital on various financial activities and a large amount of loan repayment to external financial sources. The limitations of the internal capital generation were due to limited participation of the members in various financial activities and the increment of non-productive loan of the members. The cooperative had been facing with severe deficits with no dividend were provided to its members for many years. The members perceived the low degree of benefits, satisfactions and the effectiveness of various cooperative's activities as well as managerial skills of the local committee. Several factors were associated with the performance of the cooperative primarily consisting of financial and institutional factors. Several problems and constraints were faced in the performance of the cooperative both from the cooperative and from the members covering financial, institutional, social and demographic aspects. Certain potentials were identified as the future prospects for further development of the BALRC. Certain recommendations were suggested to improve the performance of the cooperative. These consisted of improving financial operation and performance applying strong enforcement and penalty on overdue loan repayments, enhancing efficient management of local committee and the cooperative .staff, providing external technical support to the cooperative from concerned government agencies, formulating clear operational strategy and competitiveness of the cooperative with other rural financial institutions, developing leadership and increasing member's participation in various cooperative's activities. The policy implications were given in specific on the rural financial policies and the future roles of the agricultural cooperatives in Thailand.
