Institutional capability assessment of local organizations for watershed management in Nepal

AbstractLocal organizations are uniquely positioned to conduct and implement the integrated watershed management programme and activities in Nepal. As key actors of development in the local level, they have enough capacity to carry on the development projects as sustainable way. In this regard, the overall objective of this study was to assess the role of local organizations and their capabilities in watershed development and management. Based on objectives, it is trying to assess their structural characteristics, functional mechanisms, capability and perception of the people on their activities and performance. The study is fully based on institutional analysis of local organizations based on primary and secondary information sources. Both quantitative and qualitative information sources were used during analysis. As twenty six different groups formed by different development agencies such LDFB/VDC/DDC, DFO, WDO, DSCO/RCIW, DHO/DACAW, DADO, DLO and DWCCs and forty four key informants from eight broad local organizations were chosen as respondents from three VDCs Katari, Limpatar and Triveni. The reconnaissance survey, institutional survey, key informant interview, participant observations and group discussion were adopted for data collection. The collected informations were analyzed by simple statistical descriptive analysis, Weightage Average Index and composite index technique. Among the total HH, 89 percent were organized in different local organizations. The main interests of local people to organize in different organizations were economic, social and other development activities. Regarding the capability of organizations, MGs were highly capable to conduct the watershed development and management activities as per stated their objectives. CFUGs, COs, WCGs, WDGs and DWCC were moderate capable. The farmers and livestock groups were less capable. The overall perception of people towards all organizations' activities was moderate to strong. Similarly, there were moderate to strong perception of people with all organizations. Among all organizations, people had strong to very strong perception with community forestry user groups, mother groups and watershed conservation groups. Other five organizations regarded with moderate to strong perception of people. Regarding the severity of problems according to the organizations, all organizations had low to moderate problems. Among the eight broad organizations, DWCCs, FGs and LGS had moderate to sever problems for watershed management. CFUGs had moderate problems followed by COS, MGs and WCGs as low to moderate. A comprehensive recommendation has recommended operating the sound watershed management activities through local organizations. The recommended strategies were emphasis on strengthening capacity of local organizations, full autonomy to local organizations for watershed development and management, appreciation of existing local organizations as development vehicle, emphasis on objective oriented activities, financial resources management, and establishment of strong coordination among the organizations. Some further research recommendations are also recommended.
