AbstractThe research was about people's participation in the rural water supply and sanitation (RWSS) project in Thai Nguyen province in the north of Vietnam. The main objectives of the research were to examine availability and accessibility of RWSS; investigate types and pattern of people's participation in the RWSS; assess the benefits and satisfaction of villagers on the RWSS; analyze factors influencing people's participation in the rural water supply and identify problems, constraints and potentials and give recommendations to strengthen participatory planning for future design and implementation of the RWSS projects. The scope of people's participation in this study covered development stages of decision-making, implementation, monitoring and evaluation (M&E) and operation and maintenance (O&M) stages. The intensity of participation and benefits gained were assessed from activities launched by the project. Factors influencing on the intensity of participation were examined in demographic, economic and social and institutional aspects. Moreover, the institutional arrangements of the community forestry were reviewed from national and project level policies and practice at local level. The research was conducted in two groups of participating households and nonparticipating households of the RWSS project in the My Yen commune where the piped water supply system was carried out since 2001. The research was a quantitative with a survey design applying a standardized questionnaire for those who participated in the RWSS project and those who did not participate in the project. Group discussion and interviews with stakeholders including staffs of the WUAs, CPC members, CERWASS and Commune Health Care Centre were also conducted. The study was primarily focused on quantitative analysis but qualitative analysis was also applied. Main findings of this research showed that people participated in the RWSS project at moderate level of intensity in decision-making stage and at occasional level of their intensity in implementation, M&E and O&M stages. Their participation's intensity was varied from various activities in the RWSS project. The activities that could be involved people's participation directly, they tended to participate with a relatively higher degree of intensity in those activities. The intensity of the people's participation in the whole RWSS project depended significantly on the degree of respondent's willingness to participate in the RWSS project, the degree of their satisfaction on the RWSS project followed by the degree of their satisfaction on increasing employment, household income, household size, household labor, age and gender of respondents. The beneficial households perceived a high level of degree of benefits on all of social, economic and institutional aspects. Several problems were found in the project including economic, demographic, social and institutional aspects. Certain recommendations were given in this research including the strengthening the people's participation in the RWSS development process, institutional arrangements to facilitate people's participation in the RWSS project and the policies implications to enhance local people's participation focusing on provision of IEC, participatory approach training, technical and financial support to local people committee concerned.
