Abstract | The road sector in Lao PDR has reached a significant growth in the past decade. Major initiatives in road building have been undertaken to give all weather access to the Provinces. A main emphasis has been made on the planning and development on the road sector from what was a spot improvement program to rehabilitation and maintenance works. Also more transparent tendering procedures in line with international practices have been introduced and adopted for construction works. Much effort has been made on the training of Engineers for these types of management skill. The need to preserve these assets has been realized with an effort to establish a sustainable budget for maintenance works. Many road construction companies including privates and state owned enterprises have been involved in designing and construction of highways and bridges in the past decade. However, the fast change to the market economy oriented and turbulence in the environment has reflected the need for strategic planning in the long run. The road sector in Lao PDR has been suffering due to lack of Consistent policies and lags far behind developed countries. This research aims to formulate a strategic plan, which can contribute towards rapid growth and development of the sector. Performance and development of Lao PDR' economy and the road sector are reviewed. Porter's concept (1999) Austin (1990) environmental analysis framework ware employed to analyze and understand the industry business environment. SWOT analysis is applied to explore the internal and external factors that influence the industry development. After that, the key issues of the industry are identified with the help of Gap analysis. Finally, based of the key issues, a strategic plan is configured at government level, which covers four aspects including government policies, human resources development and Education, financial and technology and R&D. |
