Abstract | Floods are natural events occurring annually in central Vietnam. It is impossible to protect against all the effects of the maximum possible flood for any given river basin. However we can mitigate its effects through the enhancement of flood forecasting and flood awareness for people in the flood prone area. Therefore, the overall objective of this study is to develop a flood forecasting and awareness program for the Thua Thien Hue Province, Vietnam. With this overall objective, this study has three sub-objectives: development of a flood forecasting model for downstream areas; development of flood inundation mapping; and development of a program for improvement of public awareness on flood preparedness and mitigation. The methodologies used for development of a suitable flood forecasting, of flood inundation maps and awareness program are very simple; however, they are suitable with the current conditions of the Thua Thien Hue Province regarding the data available, adequacy of gauging network, and skills of local people in disaster awareness. The multi-variable regression (MVR) method and back propagation neural network (BPNN) have been used to develop a forecasting model for downstream areas of the Huong River system. A hydrodynamic model (VRSAP and HEC-HMS) has been used to simulate the historical flood in November 1999 in Thua Thien Hue Province and then GIS project has been developed to analysis and prepare flood inundation maps which correspond to several flood alarm levels in the Huong River System. And based on the analysis results of GIS project, a program for enhancement of public awareness on flood preparedness and mitigation for Thua Thien Hue province has been developed. This recommended program includes both suggested training materials with sample maps and posters and suggested training activities with estimated costs. |
