AbstractThe purpose of this study is an attempt to assess, evaluate and suggest appropriate mitigation management of hydropower dams development. The social-economic and environmental impacts of Theun-Hinboun and Nam Theun 2 hydroelectric plants in the Lao PDR will be assessed. Laos is a landlocked country but rich in rivers and forested mountains. Development of hydroelectricity is, at present, the main opportunity for achieving sustainable development. Lao PDR has hydroelectricity potential of about 26,500 MW. The population of Lao PDR is estimated at some 5.4 million and the consumption of electricity can be estimated currently at about 1,000 MW or 2,500 MW for the near future. About 24,000 MW in the Lao PDR could be sold to neighboring countries in the future, such as to Thailand, Vietnam, Myanmar, China and other countries. This thesis uses the checklist for soliciting professional and public comments on proposed Theun-Hinboun and Nam Theun 2 projects mitigation. The interview results of professional and affected villagers on the mitigation measures evaluation of TheunHinboun shows good planning and mitigation program, but the organization for management and implementation needs to improve. This study first suggests to improve the mitigation management of the TheunHinboun, to immediately and adequate compensate for project-related losses. The mitigation should involve negotiated agreements with affected villagers and the development of systems of accountability through which villagers can hold the TheunHinboun responsible for project impacts and its performance in remedying them. The second suggestion for new Nam Theun 2 to be built is careful consideration of the mitigation management.
