Abstract | As an increasing tendency worldwide, deregulation in electricity industry has deeply
affected on the organization, operation and management as well as strategy of electric
companies. The vertically integrated monopoly is gradually replaced by more competitive
market paradigms.
Vietnam government plans to launch the Electricity Law by 2005 in order to enhance the
efficiency and improve the performance of the electricity supply industry. In accordance
with this law, the competitive market will be gradually established and operated. This also
encourages investors of many economic sectors to invest in the electricity supply industry.
Unlike other forms of investment, investment in ESI has its own characteristics.
This study analyzes the economic and financial viability of three types of power plants in
the deregulated environment. Three types of power plants considered are CCGT, coalfired
and hydro.
The study shows that hydro power plant has highest economic performances and is the
most feasible one, followed by coal-fired and CCGT power plants. The load growth rate
and generation development plan affect greatly to the project's feasibility. The influence
of external factors such as fuel price, investment cost and discount rate are discussed.
Finally, effect of price elasticity of electricity demand is found to decrease overall
economic performance of a project. |
