AbstractWater supply is important in daily living of the people. A lack of access to safe water facility remains a major problem for rural people. In Lao Peoples, Democratic Republic, the coverage of fresh water was 55.06 percent and the coverage of latrine was 39.72 percent in the rural areas in 2001. Therefore the government is pursuing the National Rural Water Supply and Sanitation Strategy to improve the living condition of people in rural areas and improve their health. Piped Water Supply Scheme is the priority technology to promote in big villages of rural areas. The research was conducted in Pakkagnoung Village, Viengkharn district of Vientiane province. 60 households have been interviewed by questionnaire in order to evaluate the benefit for the rural people and explore on project operation and maintenance. The piped water supply scheme in Pakkagnoung Village started operating in 1997. It has been constructed by the assistance of Japanese Government. It has capacity to serve 1,500 persons. Health benefits from water supply project were realized in village in terms of much reduced rate of diarrhea and skin diseases that compared with before project. Time saving on fetching water and the convenience of tap water has contributed to make better living condition for the Pakkagnoung villagers. Operation and maintenance play very important role for sustainability of water supply facility. The shortcomings and advantages of operation and maintenance in Pakkagnoung Village were found out in this study on the negative side. Lack of monitoring and supervising of the district and provincial level on technical skill consultant were problem that should be improved. Good management of the Pakkagnoung Village Water Committee and high willingness to work, honesty and responsibility of the village water committee members contributed to keep the water supply scheme working well. Recommendations have been presented to improve the rural water supply and sanitation program in order to give highest benefit for the rural people in the future.
