GIS-based EGDI estimation at subnational level : a case study of Khost, Afghanistan

AbstractThe purpose of this research study is to estimate Electronic Government Development Index (EGDI) for subnational level Khost province. Because in UN 2016 e-government survey report of the South Asian countries Afghanistan have the low rank of the EGDI. Consequently, EGDI is defined based on the three criteria the adequacy of telecommunication infrastructure, the ability of human resources to promote and use ICT, and the availability of online services and content. e-Gov is the use of ICT to achieve the efficiency, viability, straightforwardness, and responsibility of enlightening and valuebased trades among G2B, G2G and G2C. A conceptual framework for EGDI estimation has been proposed based on the literature review and local expert review. EGDI have three components Telecommunication Infrastructure Index (TII), Human Capital Index (HCI) and Online service Index (OSI). The framework was implemented in a subnational level Khost as well as this framework will be used for other provinces and finally, for the countrywide EGDI estimation. This is a mixed research study in which we used quantitative, qualitative and spatial data analysis methods. Additionally, purposive sampling method was used for data collection and descriptive statistics method was used for analyzing collected data. Data were collected from a field with 1400 questionnaires as well as statistical and spatial data were obtained from the local department and online sources. A spatial analyses tool ArcGIS and statistical analysis tool XL-STAT were used for data analyses and the results were organized in tables and maps. EGDI normalized values were estimated for all districts level as well as for province level of Khost with the statistical tool. The result 0.3634 of the estimated EGDI as a sample indicated high rank EGDI which pointed out the inaccuracy with a result of 0.2313 low rank in UN 2016 e-government survey report. Spatial data of population density set and mobile cell towers were analyzed for suggestion of the best locations for internet infrastructure investment and these suggested areas were nominated by related districts and settlements names. These areas were suggested which were not covered but have the highest population density. Furthermore, the low estimated EGDI related districts were prioritized in the suggested class of areas. Table 4.14 shows the suggested areas. E-government services are still new in Afghanistan mainly started in 2002 when the transitional government was empowered. Therefore, the result of the study has valuable suggestions and recommendations based on the collected data. Especially, these suggestions and recommendations are depended to TII and HCI dimensions of EGDI.
