Abstract | Many conflicts and problems can occur in the construction project as a result of failure in selecting a competent contractor. Low productivity, delays, overrun, and contract disputes are problems that should not happen if the owner's team was able to evaluate the contractor's performance in the proper way. According to the theory of job performance, performance is viewed as the function of three major determinants: (1) declarative knowledge, concerning contractor's principles in business (2) procedural knowledge and skill, relating to cognitive, management, and interpersonal skills (3) motivation, consisting of persistence to and level of efforts. The aim of this study is to identify the performance criteria and to help the project owner to evaluate the bidder's performance. The major outcome is a unique set of criteria depending on the project type and project objective. In each case, the criteria have range score, so the project team can evaluate with flexibility. The study found that three common criteria must be taken into consideration. Conformance to specification, project management knowledge, and appreciative of health, safety, and environment issues are the main concern regardless of project type and objective. The research outcome is useful for both private and public sector to understand the performance criteria should be selected in order to evaluate proposals. |
