AbstractThe methods to measure safety performance on site such as accidents record, time lost accidents, and cost lost accident only show safety performance in terms of actual accidents. However, they have a lot of limitations, such as not applicable for proactive measurement and not applicable to assess safety behaviors. Therefore, this research studies a tool to measure safety performance on building construction sites basing on unsafe behaviors of workers which are main root cause of accidents. In order to develop the tool, three kinds of data collection were conducted: hazards identification, risk classification, and tool validation. Hazards identification was referred from several safety regulations and standards, such as OSHA, CITB, HSE and Vietnam construction standards. Following with hazards identification, hazards compiled really exit in Vietnam construction sites. Risk classification was carried out by interviewing 30 safety managers. Observation of 15 high rise building projects was perfmmed in order to validate the tool. The final result of this study shows that the tool can be effectively used to measure the site safety for risk level I and 2, as well as risk level I, level 2 and level 3.
