Abstract | Malaysia has a well defined National Development Plan based on sustainable development principles and Agenda 21. However, the building sector falls short of its environmental goals and objectives, due to fragmented implementation of sustainable development policies, the absence of legal framework and sustainable building design policy. Hence, it leads to a gap between the policies and development projects, and reduces environmental performance of the building sector. The building sector needs to carry out transformation in order to achieve long term goals of sustainable development. Based on research findings, PWD can play a central task to bridge the gap through two-pronged approach. Firstly, it is to strengthen its existing environmental assessment and environmental management systems for implementing development projects through Strategic Environmental Assessment. Secondly, it needs to provide a national framework for sustainable building design for projects through Green Building Programmes. The key actors are required to make integrated decision at planning and design stage to address priority environmental issues. In conclusion, PWD can strategically link policies with projects under a National Policy for Sustainable Building; in addition, effective and efficient environmental assessment and management systems will enhance its environmental performance, thus contribute towards achieving the national goals of sustainable development. |
