AbstractIn a dynamic construction business environment, static strategies will fail to respond as the environment changes. It is, therefore, necessary to regard strategy formulation as a constant reconciliation of the organization's goals and selection of dynamic paths for goal realization. Then, this research provides a basic framework of how Thai contractor organizations plan their future courses of action. The practice of chief executive officers (CEO) in implementing strategy formulation process was considered in identifying the problem and deficiency of the process. This research was conducted on contractor organizations through extensive survey. The questionnaire was developed and mailed to 200 contractor organizations randomly selected from the directory of the Thai Contractors Association, out of which 71 questionnaires were returned. The assessment of this study concerns about procedure of establishing mission statement, objectives setting, market analysis, competitor analysis, and environmental analysis in strategy formulation process. The finding revealed that small as well as medium sized and large organizations have considered applying this process. However, the noticing of this study is that large organizations are becoming increasingly aware of implementation strategy formulation process. Although, the organizations tend to apply this process, but rather informally. Moreover, mission statements and objectives are not well communicated to personnel in the organization. Specifically, the results revealed that lack of data sources and managerial skills in implementing market and competitor analysis are critical problems. In conclusion, there is much need to improve how construction organizations formulate their strategy.
