Abstract | In response to the disappointing economic performance in the early 1980s, the Lao government started to liberalize the economy and turned more decisively towards market-oriented policy under the system called New Economic Mechanism (NEM). Due to rapid changes in technology and the complexity of the construction work, human resource development has become essential for successful completion of projects. Slow progress and poor quality of work is quite common in State-Owned Enterprises, especially in the Department of Roads within the Ministry of Communication, Transport Post and Construction (MCTPC). Therefore, the government and the top management in the organization have now paid much attention to improvement of profitability, efficiency and effectiveness by restructuring and developing human resources for long-term business goals. This study examines a development approach for human resource development, which is strategic and more systematic for the Department of Roads. The aim of the study is to propose an appropriate strategy for more effective and efficient training technique as well as to assist the department to identify suitable training programs for their managers and employees in order to achieve the organizational goals. In this study, training needs, people who should be responsible for training and how to develop training plan, career plan and performance appraisal were carefully analyzed and considered. Despite the reform efforts so far, several structural bottlenecks and the deeply rooted subsidy system continue to hamper the full development of the organization resource potential. Therefore, on the basis of the findings of the interviews and survey, the study attempts to shed light on the current human resource development practices and problems in the organization itself. It also provides some suggestions, which help to improve the efficiency and effectiveness level of this organization from human resource development viewpoints. |
