Abstract | The construction industry is the second largest contributor to India’s GDP. According to government reports of India, the sector was valued over $126 billion in 2016 and it continues on a steady growth path. It is expected that the value of the real estate and construction market will increase 7 folds by 2028. While all of this seems encouraging, there are innumerable challenges that have been limiting the growth prospects of the construction industry in India. The main challenge that the private sector faces in the construction of building projects include cost overruns, land disputes, inadequate availability of resources, improper risk management and communication gap among the project stakeholders. To sum it up, if the owner can govern the project right from the initial stage till its completion in a proper way, the factors causing delays and cost overruns in large construction projects will reduce by a great extent. Hence, the aim of this thesis study is to find out the factors of project governance, analyse the various project governance practices by different private owners of large building projects in India and finally to propose recommendations to improve the current project governance scenario which will reduce the number of issues faced by the owners in their projects. To achieve these objectives, a comprehensive literature review was done and the factors characterizing project governance were found which includes effective stakeholder management, reliability and accountability, monitoring information collection and communication, legal and contractual expertise and monitoring risk management process. After this, the research methodology framework was prepared, and this was followed by framing the questions related to the factors of project governance. The factors were then validated by experts followed by framing of questions for the validated factors which were asked in the form of semi-structured interview to the owners of private large building projects in three regions of India: Lucknow, Kolkata and Guwahati. After analysing the answers obtained from the interview, case-wise studies were conducted to know how the factors of project governance actually work in the project and then cross case analysis was conducted to find out the similarities and differences in the project governing mechanism of those owners. It was found that effective stakeholder management, reliability, monitoring of information collection during the pre-planning stage and legal and contractual expertise were the common governing practices followed by the owners. Differences were observed in ensuring accountability, monitoring of information communication during the execution stage and monitoring the risk management processes. Finally, the individual issues faced by the owners were listed and recommendations were provided to improve the project governance of the projects. |
