Abstract | The financial difficulties in the construction projects are the greatest threat to all the project stakeholders and none of the stakeholders wish to have these difficulties in their projects but these financial difficulties occur in almost every project be it in large or small amount sometimes even bringing risk to the sustainability of the project stakeholders especially the client and the contactor. In the case of government projects, these financial difficulties are more like to impact the contractor at the worst and so the contractor must have ample knowledge regarding all financial difficulties and must adopt protectionary practices in order to safeguard themselves. Therefore, the aim of this research study is to identify the key financial difficulties affecting the contractor in government projects in India, investigate and analyse the critical causes leading to these financial difficulties affecting the contractor. Further to propose key protectionary and precautionary practices to the contractor to safeguard themselves from these project financial difficulties. To achieve these aim and objectives of the research, an expansive study and review of literature was done followed by developing a research framework as a guidance for semi-structured interview in the case study of government construction projects suffering from financial difficulties in the north-eastern region of India. The collected data was analysed based on the interview data, evidence collected and theoretical knowledge to achieve the three main objectives of this research study. The three main components of project financial difficulties are the owner influenced financial difficulties which is mainly the payment failure in the project, the contractor influenced financial difficulties which are the poor cash cashflow management problems and the financial resources issues in the project and the externally influenced financial difficulties which is the market financial difficulties occurred due to a number of external factors. The critical causes leading to these financial difficulties are mostly influenced by the actions of the clients in government projects followed by the external influences and finally the contractor’s actions. Payment failure by the client is the most common and severe financial difficulty affecting the contractor in government projects in India. |
