Abstract | This model of measurement called Balanced Scorecard (BSC) is a contextual structure for constructing a complete metric. The metric is a way to measure the total organization and will locate problems outside and inside organization. BSC is a simple notion but powerful and challenging one at the same time. The scope of this study is limited to the Royal Irrigation Department (RID)'s medium-scale water resource development project. Two pilot projects have been conducted in Nakhon-Ratchasima province with the performances evaluated by BSC recognition with Key Performance Indicators (KPIs). The KPI validation was conducted formally through the relevant units: strategic and operation unit; Moreover, data collection techniques include interview, project document, and questionnaire from staff and water user to measure the project performance. The idea of survey based on the questionnaire, which considered suitable for employing KPIs. Access to the source of some data was gained through the project document survey and the result shows that the RID's water resource development projects are unbalanced in four critical perspectives, namely, mission, stakeholder, internal management process, and learning and growth. The result found there is a great potential for performance improvement in the water resource management process by balancing among four critical perspectives. |
