Abstract | Xebangfai district is lowland area, there are many ethnic minorities mainly Lao Loum and Lao Theung. These people are still living in very poor condition, many people especially females are illiterate and have very low level of education. The governments have adopted policy 0f universal primary education to compulsory all people to achieve at least primary education. The case study aim to identify and analyze the government policy of universal primary education in term of access to primary education . .The research focused on primary education in Xebangfai District. Here is to identify the main problem of dropped out reasons, attitude and perception of ethnic minority to education and gender sensitivity and ideology and the problem associated with dropout. The main problem associated with dropped out reasons, attitude and perception are coming from poverty, as most of the people are living with low and very low households' income. If people can be able to increase their households' income all children, boys and girls will have equally opportunity to access to primary and higher educations, and will improve attitude and perception of people in the future. Some suggestions focused on education development is sustainable human resource development and country development by reducing the gaps and disparity among males and females, rural and urban people, ethnic and non-ethnic groups, and rich and poor people. If all people can have equally opportunity to access to information and exist to government policy, and constitution, all people will have the same and equally opportunity to improve and empower themselves. The future this policy depends on strongly supports from national and international donor agencies and Lao government as well as strongly coordination and cooperation among local government and people in particular areas. |
