Abstract | This study reports on a survey of construction technology transfer undertaken by international highway projects in the Lao PDR. The views with regards to the transferors and transferees were consulted in a personal interview and questionnaire survey. Eighteen highway projects from four main international funding agencies: World Bank, Asian Development Bank, Sida and JICA were used as case studies. The aim of the survey was to determine the transfer mechanisms and extent of knowledge currently in use by the projects, the area of construction technology transfer that provide maximum benefit to local officers, the main obstacles experienced and how these obstacles may be overcome. The results show that technology transfer exercises have occurred in the Lao construction industry since international projects have been implemented. However, both local officers and international experts have treated it not seriously. One of the vital bottlenecks is the Management Information System. The inconsistency of assigning delegation to officers leads to low technology development. The extent of knowledge needed by officers is more managerial. To attain this objective, technology development plan under the Ministry of Communication Transport Post and Construction should be redefined beginning from the lowest level of management in order to fully satisfy needs. |
