AbstractTIS 18000 is implemented for the purpose of response to urgent organization demands for improving a company's Occupational Health and Safety (OH&S) Management Systems. Normally, organizations concern to improve the Quality and Environmental Management Systems with implementation of ISO 9000 and ISO 14000 standards respectively before. However, the implementation of these three management systems separately is a long duration project and spends the expensive cost. Hence, this study focuses on the implementation of TIS 18001 as an integrated part of ISO 9001 and ISO 14001 at Fujikura (Thailand) Ltd., a case study company, which has already achieved ISO 9001 as well as ISO 14001, and intends to implement TIS 18001. Fmihermore, this study concentrates on how to assess the risk effectively, since the risk assessments are the key foundation for pro-active OH&S. The data collection about the real experience of these three systems' implementation was started with questionnaires and interviewing with the management team of Canon Hi-Tech (Thailand) Ltd., which has already obtained these three standards' certifications. The general approach as integration plan and effective analysis method is then developed and reviewed by Canon and The Concrete Product and Aggregate Co., Ltd. (CPAC) that has already achieved ISO 9002, ISO 14001, and nearly obtained TIS 18001 certification for outside review. The modified effective analysis method for risk assessment was applied at Fujikura. The con'ective (reduced) and preventive (control) action plan was then developed and implemented. After this, the risk reassessment was carried out in order to determine whether the planned controls were adequate. At the last step, the comparisons of performances measured BEFORE and AFTER implementing the col1'ective and preventive action plan were conducted. The results have been summarized, analyzed qualitatively and quantitatively, and recommended as an integration plan of ISO 14001 and TIS 18001 for Fujikura and other organizations. The mentioned effective analysis method is the combination of JSA, FTA, and Canon's concept of the second assessment for risk assessment. The case of AFTER implementing the col1'ective and preventive action plan yielded the better performances than case of BEFORE implementing. This means that the implementation of TIS 18001 using the effective analysis method by sequential registration of ISO 9001/9002, ISO 14001, and TIS 18001 respectively is a more effective approach.
