Abstract | Design-build contractual practice has been developed for a century to convey the benefits to construction. Design-build method itself encourages efficiency improvement of administration the project in reducing time and cost aspect. However, it is very sensitive to apply in real work situation. Improper practice may convey the enormous failures instead of success to the project and result in very serious problem such as extensive delay in project completion, quality of work, and uncontrolled scope growth in work and cost that result in an increased number of claim and litigation. For Thailand particularly in Public Sector, it has been widely practiced especially in extensive infrastructure project, which is still increasingly developed. However, very few public organizations have received it as the tool to gain most benefits of design-build method. In addition, expansive problem has been arisen due to improper contract administration. This thesis focuses on design-build of infrastructure public owner project in Thailand and mainly emphasize on mechanism of owners' involvement in administrating the contract through roles and responsibilities in administrative procedure as payment, request for information, submittal and approval procedures, change in works and time, inspection and claim procedures. Data were included contract conditions and clauses, which would be interpreted as a mapping procedure and identified rights and responsibilities. Furthermore, the supportive information was collected through personal interview. The in-dept interview of experienced engineers from both design-builder and owner sides were executed based on the data provided form the contract conditions in order to get their perception and the practicing of the contract implementation. Accordingly, the effectiveness and deficiency of each procedure can be determined. |
