Abstract | Leaming from previous performance in estimating cost is the best way to improve estimators' capability. Evidence shows that design estimators are not learning adequately from their previous performance in estimating. This failure to learn is attributable to the absence of a system to regularly monitor their performance. ACCEST (ACCuracy in ESTimating program) is a software program first developed by Ogunlana (1989) in the United Kingdom used initially to analyze the accuracy of design estimates. After previous developers, Yeo (1995), Phongsupatsamit (1997) and Naksomvongkul (1999), the program can be used in different operating systems and the human-machine interface is more friendly. The main function of WinACCEST99 is limited to analyzing accuracy of individual construction costs. Estimators can not learn sufficiently from experience on past projects at the same time. To solve this problem, a learning facility was built into WinACCEST99. Estimators can get the needed historical data and learn from the program. The new version is named WinACCEST99 Plus Leaming Facility. |
