Abstract | Engineering – Procurement – Construction (EPC) plays a key role in the success of a downstream petroleum project, in which, implement all the works from detail engineering, issuing data sheet for all equipment for procurement and manufacturing supervise, construction and installation until mechanical completion. These huge works require high technology, large amount of man-hours and management skills, consequently, taking easily two thirds of Project investment. Depends on the contract philosophy, the EPC works can be extended to the end of commissioning period (in such case so called EPCC).For that reason, EPC selection strategy is an important issue for the owners to consider from the beginning of FEED (Font End Engineering Design) stage and to be decided by end of FEED stage. Nghi Son Refinery and Petrochemical complex Project (NSRP) is the biggest downstream project in Vietnam currently in both investment and capacity. In the other hand, this is the first co-investment of a Government group – Petrovietnam in refinery sector and contribute one third of Vietnam fuel consumption demand in operation period from 2014. This research will analyze all the factors that affect the EPC selection in NSRP case and determine the EPC selection strategy for such specific case. Finally, this solution shall be a base case study for applicable method and reference to the coming refinery project – Long Son Refinery which is planned to be in the same form of investment and organization. This study included some numbers that are considered confidential and sensitive at this moment. I would like to seek for the understanding and treat it within the purpose of fulfillment of requirements for the degree of Master of Business Administration (Executive) only. |
