Abstract | Vietnam is the Asian developing country with relatively low income but high health
expenditure per GDP in comparison with other countries. The public system plays an
important role in health care system. The drug expenditure among total health care
expenditure of public sector in 2009 is VND10.8 billions, equal to 47.9% of income from
health care services of hospitals and increased by 35.7% in comparison with 2008 and took
about 40% of total drug value (Report on Conference on Investment Orientations in
Pharmaceutical Sector, Ministry of Health of Vietnam, 2010). The above figures show that
the drug spending is very important to the health care expenditure and it also creates a
burden to the health budget of government and patients.
Although the drug procurements in state-owned hospitals are stipulated by the Law and
bidding regulations, it is essential to analyze the procurement process in order to have a
comprehensive picture of current situation and finding the better mechanism to improve
the effectiveness of procurements, i.e. drugs procured are of good quality and at reasonable
prices.
This research was conducted with the purpose of contributing some recommendations to
policy makers in revising the regulation system on drug procurements of state-owned
hospitals so as to save the health expenditure and ensure the effectiveness of drug
procurement process. |
