AbstractEVN is currently facing serious financial burden resulting from losses in operation during 2010 and 2011. Even when EVN has better results in the next years, its remaining losses still will be big and EVN needs more tools to solve this problem. The Decision No. 69/2013/QD-TTg dated 19th November 2013 issued is one of feasible solutions to help EVN dealing with losses and any related problems in the future. However, with its limitations on how to apply this Decision, EVN now could not immediately use the Decision to adjust current ARPP as needed. During the process of adjustment of ARPP, one important factor EVN should be aware of that reactions from the people could be an obstacle to MOIT and MOF for their approval of EVN’s proposals related to ARPP. Therefore, it is very necessary for EVN to remove any limitations and obstacles that could occur during the process of adjusting ARPP. This research will analyze ongoing ARPP calculation process of EVN based on information collected mainly from EVN. From that knowledge, the research will determine how EVN could flexibly apply the Decision to help EVN to overcome current difficulties by adapting a new way of ARPP adjustment process.
