AbstractWith the aim of enhancing operational efficiency, Vietsovpetro considers the procurement of supplies and equipment to serve the needs of business’s operations as a dispensable process in its operation. The method of bidding under international standards and principles for the procurement has many advantages and is widely applicable. Through this procurement method, Vietsovpetro has saved millions of dollars for the State thanks to purchasing at lower bid prices. Therefore, the application of procurement method has become dispensable to the petroleum industry. To better the legal framework for procurement activities, on 01.09.1999, the Government issued Decree 88-CP (issued with tendering regulations) which replaces the previous bidding regulations. Decree No. 14-CP dated 05.05.2000 to supplement some articles of the tendering regulations promulgated together with Decree 88-CP. Many legal documents concerning have been modified, but in addition to some appropriate regulations on bidding, there are still some drawbacks to be overcome. So, this thesis is to answer some questions as to how equipment procurement operations with high efficiency can be conducted in view of the specific characteristics of the oil and gas industry in Vietnam, or how the biding law can be modified to be more suitable for the practices in order that Vietsovpetro can propose solutions to improving the efficiency of international procurement activities in view of the specific characteristics of the sector. Thesis is done on the basis of some research methods such as literature search, contrast and comparison, analysis. The structure of the thesis: Besides the introduction, conclusion and references, the thesis consists of three basic chapters: Chapter 1: General theories on procurement of supplies and equipment Chapter 2: Analysis of bidding practices in procuring supplies and equipments at “Vietsovpetro” joint venture Chapter 3: Solution to the improvement of the tendering activities for procurement of material and equipments at Vietsovpetro.
