AbstractIn accordance with the commitment to WTO, Vietnam has to open the financial market gradually for foreign financial institutions from April 2007 and completely open the market commencing of early 2010. For the Vietnamese commercial banks, this is a major change because they will face strongly with competition from banks with high level of management and high technology. All Vietnamese commercial banks including Vietcombank have to restructure effectively and strongly invest in the development of IT system for supporting business activities and management. At the Vietcombank, the responsibility to develop IT for supporting business activities has assigned to the IT department of Head Office. However, this department is not assigned to manage all issues which are related to IT. This leads to the IT department not performing effectively. Improvement of IT department is considered as a necessary requirement. The IT department at the HO should be rearranged and upgraded to an IT Center joining with Technology Project Management department (TPD), a small IT-related unit at HO. It will be empowered. The Center will have key role to implement comprehensive IT services for all of Vietcombank’s businesses professionally.
