Innovation and customer satisfaction in terms of quality of service will support the development of the company. However, the company’s ineffective of the network operation is a problem. The network operation indicators are low in comparison with the other competitors as well as international standards. Internal factors as workforce, organization structure, job evaluation, training system, promotion policy, working process and network management system for the network operation activities relate to the ineffectiveness of network operation.
