AbstractBase on an Intergovernmental Treaty between Vietnam and the former Soviet Union - now Russian Federation, Joint Venture Vietsovpetro established in 1981. It is the first Vietnamese petroleum company. In early 80’s of 20 century, Vietnam was just an agriculture country and has no industry at all. Therefore, for his operation, Vietsovpetro have to build as “close system”. It means that Vietsovpetro have to do all kind of business, from the Petroleum geology to geography, from research and design to build the platform, from drilling to exploitation and even to sell the product.ect. It is very useful for Vietsovpetro at the beginning, however, in the last 10 years, when Vietnam joint into “market economic” Vietsovpetro loose in many construction project to competitive company. To solve the problems, some methods has been used, such as a survey with mail, telephone and direct interviews with construction experts and management in Vietsovpetro and other outside professional persons to collect information,. Conferences, workshops on construction service, outsourcing auxiliary activities with the involved people have also been held. Based on the problem analysis on construction services, outsourcing all auxiliary activities, solutions and recommendations have been carried out for Vietsovpetro and its member divisions for developing not only a competitive construction service system but also competitiveness in oil and gas production. This study can also provide recommendations on outsourcing, using local auxiliary product for foreign invested oil companies, working in Vietnam. In addition, this study can apply for other Vietnam oil companies - subsidiaries of the Oil and Gas Group Petrovietnam to create a more effective organization system in oil and gas industry to compete with international oil companies when Vietnam develops oil and gas industry.
