Abstract | With the role of an operator in oil and gas exploration and exploitation, Vietsovpetro works as a non-profit organization. In recent years, Vietsovpetro has boosted up another kind of business, supplying oil and gas related services, as an effort to face with oil and gas reserves‟ recession. This kind of business is controlled by different law with different accounting principle in comparison with oil and gas exploration and exploitation. How to manage two kinds of operation under two separate laws within a unique entity is a big issue. Based on historical way of oil and gas operation management, the internal financial control policies and procedures in the whole cycle of financing for supplying services are not well-designed enough to help managers have the insight information for decision making process. That could lead to mismanagement in corporate governance. It is also the reason for not expanding services as the organization‟s missions. By accessing and analyzing the current internal financial policies and regulations system, this company project intends to find out the deficiencies in internal financial control system. Then, recommendation will be offered to improve the current system in order to enhance the effectiveness and efficiency of supplying service projects in Vietsovpetro. |
