Abstract | OGPE established in 1987 is a subsidiary of VSP and responsible for operating and maintaining the large number of Vietnam’s oil production platforms. However, OGPE is experiencing the exhaustion of oil resources with the estimated half quantity (in 2010) compared with the peak of 2001. In 2011, the organizational structure of VSP – OGPE’s mother company – will be reformed and shared by both PVN and Russia Oversea Petroleum Company named “Zarubezhneft”. The operation and maintenance of oil and gas exploitation facilities is important because it guarantees the production output, enterprise profits, safety of human and environment. Thanks to the increase in crude oil prices, OGPE achieves high revenues at the time of study. However, in the constraints as described above, there must be changes in OGPE’s organizational structure to improve operation and maintenance and achieve its steady profits. This study covers the overview of the current operation and maintenance of OGPE’s existing oil production facilities. Analyses on organizational structure, human resources, machinery operation, maintenance activities, etc., in terms of strengths and weaknesses to achieve opportunities and avoid threats are given. A management strategy to optimize human resources in the equipment operation and maintenance activities to OGPE is recommended. |
