Abstract | Over the last few years, a systemic process of reform and modernization has characterized Vietnamese public administration, attracting the attention of both political and economic groups. The start of the Renewal Process in the 1980s has supported intervention in the public administration system to be necessary in Vietnam. Many rules have been adopted to assure the simplification of public procedures, the decentralization of functions, the modernization and the transparency of administrative procedures, the technological innovation, the efficiency, effectiveness and most recently, the quality of services of the staff of public administration. No single action can improve the staff of public administration in Dong Nai province. In the mean time, not all actions can be implemented at the same time, either. Here, a proposed change in structure and basic functions is recommended, one of the steps that need to be taken to improve the public workers in Dong Nai province. |
