Abstract | Until 2012, the Vietnam power sector has been dominated by the state corporation -
Electricity of Vietnam (EVN). In July 2012, the Vietnam Competitive Generation Market
is operated to create new opportunities for efficient generators to enter the market in
Vietnam in order to reduce EVN’s market power. One of the challenges of Generation
Company in VCGM is high skill and experience requirements of labor forces and
managers to meet the requirements of new model and competitive environment than
before.
Phalai Thermal Power Joint Stock Company is not an exception. PPC must conduct a
training program and formulate a training strategy for their employees and managers to
overcome the challenges in VCGM and strengthen its position of strength VCGM. It is
time for PPC leadership and management to pay more attention and priority to human
resource development programs.
The study focus on analysis of training needs for PPC and provide recommendations for
improvement. Based on the findings, it is found that PPC has not focused on the training of
human resources, some programs are not suitable and efficient for their employees and
particularly in some mail core areas related directly in VCGM such as bidding, payment,
bidding strategy, operation in power market conditions, technical requirements, etc.
Although PPC is leading generation company but as VCGM is fully implement, PPC
should concentrate and spend much more time and money for training activities. The
author proposed some strategies for PPC’managers in order to help them make decision
easily. |
