AbstractPetroVietnam Manpower Training College (PVMTC), owned by PetroVietnam National Oil and Gas Group (PVN) was setup in 1975 with support from Norwegian Government. At the beginning, it was a famous training center in Viet Nam and in Southeast Asia with good training, high quality service, qualified technical workers not only for PetroVietnam but also foreign contractors in Viet Nam. Since 1975, PVMTC has contributed importantly to development of Viet Nam and PetroVietnam in particular. However, the industry of Petroleum has developed rapidly these years over the world. It becomes complicated, very high-tech with many new applications. Even with supports from PetroVietnam and with many efforts of PVMTC, there are still gaps between the quality of PVMTC’s graduates and industrial expectations. Moreover, with global crisis in 2012, PetroVietnam has restructured and decided to focus on 5 main domains: exploration, refinery-petrochemicals, electricity industry, gas industry and high quality service in petroleum field. Thus, PVMTC should have strategies to adapt well this restructuration. This case study aims at finding out human resource management strategy and give recommendations which could be applied for PVMTC to improve the training, education and services quality.
