Human resource development for Vietnam electricity in the transformation context

AbstractVietnam Electricity (EVN) has had a long history of development and growth through different periods to become the leading Group in the power sector in Vietnam and is now experiencing a considerable challenge of change in its organization and structure to adapt with the trend of global competitiveness and WTO involvement. The development requirements are not only due to the Group itself but also for the whole power sector in Vietnam. In this changing process, the development of human resource is vital important to keep the Group innovative and active to assure its own development objectives. In relating to the human resource development, the training activity for the staff is an important part which contributes to the quality of the labor force. In the transformation context of EVN, how to control and organize the training activities within the whole Group is a considerable question that needs an adequate answer in considering all factors that are involved: the cost sharing and effectiveness, the scope of training, the area of training, and the participants to the training... In EVN, the role of managing the training activities is under the Training Section of the Organization and Human Resource Department (O&HR). This research will assess the current training activities of EVN being conducted and managed by the O&HR Department, assess the new requirements resulting from the trend of Group transformation and then propose a training plan for the entire organization, including EVN Headquarters and its subsidiaries. Taking the fact that the transformation trend is actually on going, the solutions and suggestions are presented for the present period with a perspective towards 2015. Modifications and adjustments are definitely required and will be concluded throughout the implementation period and taking into account the new trend of change in the organization.
