AbstractA well-managed project is defined as one finished on time, within its approved under cost and make the bosses satisfied. Achieving this also means an organization forced to improve its project management competence. Thus, assessment of project management competence is really vital for the organization to identify the parts required improvement. This report has been analyzed based on an actual university project in Ho Chi Minh City and discussed clearly about project performance from the design phase to operation and maintenance. And then, it also proposes solutions on how to get better performance for any cases especially university project. Regarding to the practice process, the report has also built project management guideline and procedures for owner to assist as a management model for developing university projects in Viet Nam.
