Abstract | Currently, Petrovietnam (PVN) is performing many power plants, oil and gas projects but its subsidiary contractors (PVC, PTSC and PVE…) are very poor in cost management system. PVN has to support and cannot replace them which causes its projects were delayed and cost overrun. This is also happen with other domestic state companies and contractors in Vietnam. This project case study was carried out to research the theory of cost management system in a construction company, the practice of cost management of PVN’s subsidiary contractors and how to apply it into them to improve PVN’s projects. This study show that the practice of cost management of PVN’s subsidiary contractor in the ethanol fuel project stops at cost estimation, cost accounting and the project was cost overrun because of many factors. We recommended The Company apply a new cost management system base on Work Breakdown Structure, Cost Code and Earn Value Analysis. This system can also be applied to other domestic contractors to control the cost of project in competition with foreign contractor in Vietnam. |
