AbstractThe ambitious colonialist radically altered the course of Sri Lanka’s socio economic development by nurturing the plantations sector to be an integral part of the country’s economy. After almost 150 years, the tea industry of Sri Lanka accounts for over 1.5 billion dollars in export revenue and employing a million people. In 1992, when the government state owned plantations were making continuous losses a (almost a 1.5 billion rupees annually) a decision was taken by the Government of Sri Lanka to privatize the management of the state plantations which resulted in 23 Regional Plantation Companies (RPC’s) leased out to 12 management companies. The RPC’s accounted for forty three percent of the production of tea in Sri Lanka, was turned around by the private sector by infusing new management disciplines that resulted in a record 4.5 billion rupee net profit by the year 2006/7. However, this performance was amidst allegations and counter allegations by the private and public sector, given that Sri Lanka has becoming the highest in the world on cost due to the spiraling wage rate, recording the lowest labor productivity, the non-payment of lease rentals by RPC’s and declining of the overall asset value after sixteen years of privatization. The researcher aims to shed light on the current impasse by recommending a Strategic Evaluation Framework (SE Framework) so that a more informed decision making can be done in a balanced manner, in the privatized tea industry of Sri Lanka. This can ideally by extended to the rest of the tea industry globally and any future privatizations that takes place in the agricultural sector of Sri Lanka.
