| Abstract | The Ministry of E nergy and W ater of Afghanistan i s responsible of implementing dam construction projects in Afghanistan. There are crucial failure factors in dam construction projects of this ministry which caused to termination of these three dam projects contracts. The projects are Pashdan Irrigation and Hydropower Dam, Machalgho Irrigation Dam, and Almar Irrigation Dam which are locate in Herat, Pakti a , and Faryab provinces in Afghanistan . In this study, the researcher developed a catalo g of failure factors to identifying project failure factors in dam construction projects, and having a theoretical source, and base for collecting and analyzing data for remain objective s of this study . The identified failure factors are in 3 phas es of project lifecycle which are in concept, bidding, and design & construction phases with respect to schedule, budget, quality, and legal objectives of projects. The catalog of failure factors verified by experts of Ministry of Energy and Water in Afgha nistan by consideration of evidences with some changes in removing, adding or switching of some failure factors to related rational phases. Q ualitative approach via three case s analysis applied , and t he necessary data related to the topic were collected via two steps at on - site management and executive management levels in Ministry of Energy and Water of Afghanistan . After within case analyses of each individual case, and cross case s analyses via 3 cases, researcher got 16 common and critical failure fac tors in Ministry of Energy and Water Afghanistan dam construction projects. The failure factors are in all concept, bidding, and design & construction phases of dam construction projects of MEW in Afghanistan. Proper recommendation for improving of future dam construction projects of M inistry of Energy and Water is recommended. Improving contains action via concept, bidding, and design & construction phases of dam projects with supportive action s that should be undertaken by M inistry of Energy and W ater of Islamic republic of Afghanistan with cooperation of responsible authorities, and miniseries |
