Abstract | Special economic zones in relation to eco-efficiency which could highlight the use of natural resources while increasing economic outputs and not only to economic growth of the country but also to local regions and can enhance quality of lives. This research aims to study existing issues of SEZs, to develop and select eco-efficiency indicators and to demonstrate selected EEIs in impact analysis in order to achieve integrated economic and environmental assessment in KPSEZ and TSEZ. It was carried out by identification of existing issues and selection of eco-efficiency indicators based on issues, means and measure eco-efficiency indicators according to eco-efficiency criteria and principles. Final set of indicators are applied to impact analysis to get the potential impacts from SEZs. Economic growth can be negative impact unless SEZs are implemented and on the other hand, environmental qualities like air and water be negatively impacted when SEZs are implemented. Environmental qualities and resource consumption and infrastructure securities are common issues for both of SEZs. In developing indicators, it was shown that only combined indicators means real meaning of eco-efficiency and infrastructure efficiency are not be able to find in literature and no effective way to measure it. Hence, recommendation for future use of the core set of indicators in measuring the eco-efficiency performance of SEZs after operating fully and future studies should be on aspects to improve eco-efficiency of SEZs. However, some important indicators which are left behind due to limited data sources and issues that was not met today but have potential to be raised in future like biodiversity and habitats of endangered species should be considered in the next study about SEZs. |
