AbstractThe research was carried out in two primary schools in Northern Shan State of Myanmar. The research topic was “Quality and Access to primary education; A case study of Rural Shan State ” . The general objective of the research was to study the status of education in the rural primary schools in Northern Shan State. The specific objectives of the study were to assess the status of non - enrolment, reasons of dropout and completion in primary school; student motivation and parental involvement in primary education; to assess the quality of school facilities, teaching quality and usefulness of curriculum and to assess the learning outcomes of the students. The survey was conducted with students and parents of drop out and who completed primary education. A purposive sampling method was used in selection of State and Township. The individual respondents were selected through stratified sampling method. The survey questionnaire was used as major tools with 126 sample d respondents. Field observation, focus group discussion and interview method were also used as data collection method. Both quantity and qualitative approaches were used in this research. Main finding of this research shows poor facilities, teaching quality and learning outcomes in the schools . The usefulness of subjects in curriculum was rated at high level by students as they think all the subjects were useful in different ways . Students do have problem s with assess to schools for the road condition was good . The factor “t o get a good job ” motivated students as their educational goal. Wiliness to study was an immediate factor that perused the majority of student to attend daily. Parental involvement was identified in two aspects; home based and school based. They encourage d children to attend school as home based involvement and they also contributed for school maintenance expense. Moreover they participate d in school activities . Financial status of family was the major factors for drop out and completion of primary education. Student s gained knowledge and ski ll from school at medium level and the majority of students’ academic result show at the lowest level in all subjects. A set of recommendation s were provided to improve the quality of school facilities, teaching, parental involvement in children education to improve the current situation of primary education in Northern Shan State.
