Abstract | The research on “Primary Education among Internally Displaced Child ren in Myanmar: Case Study in Kachin State” attempts to address four objectives; (1) to assess the status of primary education among IDP children; (2) to explore causes of dropout; (3) to assess challenges concerning primary education among IDP children in Myitkyina; (4) to recommend for improving primary education among IDP children. With the purpose to respond to research objectives, both quantitative and qualitative approaches were applied. Questionnaire surveys were used to assess teacher, dropout children and their parents. In - depth interview, key informant interview and focused group discussion were conducted to obtain deeper information about status of primary education, causes of dropout and challenges concerning primary education of IDP children. In analyzing the data gathered, descriptive statistics analysis was used to approach quantitative data, whereas qualitative statement analysis was used to analyze qualitative data gained from open - ended questions in the standardized questionnaire, face - to - face and in - depth interview, key informant interview and focused group discussion. According to the findings on the status of education, three main points are highlighted. They are (1) dropout rate is obviously high in every year, (2) there is no a significant decline nor a remarkable fluctuation in the number of enrolled students between three consecutive school years despite the high dropout rate in each year, (3) completion rate is shown as perfectly 100%, however the universal definition of completion rate is not applied in calculation in completion rate. It was calculated based on only the number of students who sit the final exam ignoring the number of dropout students through a given school year. The reason is that “no - failure education policy” is adopted in both primary and secondary school level where any student must not totally be shown in list of fails at primary and secondary school level under strict instructions by MOE. The problem is that the policy has been implemented in the wrong way behind the official documents. The wrong implementation means that it allows the pass of all the students who sit the final exam, which is why completion rate mostly stands at 100%. The purpose of consideration of completion rate in this way may be that the government wants to demonstrate a good figure that the country in terms of the study area where IDP children live and study has the high enrollment rate followed by the high completion rate every school year. Regarding causes of dropout, inability of parent s to pay education fees and costs due to poverty and its consequences appeared as the most significant reason. Inability of the IDP children to follow their studies was another notable problem. For example, the IDP children do not even have basic literacy and numeracy skills. Perception of the parents on education is a very critical factor for keeping continuous schooling of their children. There are two types of parents who perceive education is important; however they need to drop their children out of the school for unavoidable reasons such as no other options to choose to generate income for the family and who do not perceive important whether or not they can afford to send their children to school. There are also a variety of challenges concerning primary education among IDP children. |
