AbstractThe research examined an implementation and delivery of new curriculum for secondary education in Timor - Leste. The study was focused on the current situation of quality of teachers in implementation the new curriculum in generally and particularly for secondary educat ion. The main objectives were to examine of legal decision for national education system, appointment of teachers quality, provision of educational curriculum for all level education and especially for secondary education, and reinforced the national educa tion administration to support the teacher quality by performance. The research used both primary and secondary data sources applying to the teachers and administrative staff’s survey, interviews with national directors and National institute in field da ta collection. Samples were design from 3 5 participating between teachers and administrative staffs the two national directorates and one national institute for education and training teachers. The research used the qualitative analysis with support of S trengths, Weakness, Opportunities and threats analysis. Obstacles still affect the quality of teachers in the implementation of the new curriculum is a matter of educational curriculum itself. Because, curriculum content that is written in Portuguese. How ever, there are teachers among 12 thousand teachers and 55 % of teachers have not been able to speak Portuguese well on the process of learning and teaching in schools. Therefore, the existence of deficiencies also reference books to support the curriculum and educational infrastructures are very less or emblem builds. Finally, the administrative support process was very slow to employees of the ministry of the teachers and office personnel especially in the financial assistance process or salary. Based on the data statistics from Ministry of Education in 2012 - 2013 has 79 schools of secondary education in public and private schools. Then, the total teachers are taught in that school 1689 which 80% teacher stills a lack of teaching learning process. Therefore , the Ministry of Education has been created two programs as reinforced the teacher quality by four stages presented for them. The four stages are; the first is national language, the second is pedagogic materials, third is science and technology, and la st is ethic professional as a teacher.
