Poverty alleviation through NGO interventions in rural Pakistan : a case study of Mastung District, Balochistan

AbstractBalochistan is the richest province of Pakistan in terms of natural resources but it is the poorest in human development indicators (health and education). Orthodoxy more than six decades of Government of Pakistan and three decades of NGOs‟ (local, national and International) interventions almost all the population in study area is below the poverty line (less than US$ 1.00 a day ). Additionally, most of the population is illiterate and deprived of the basic facilities /needs ; such as, potable water, flush latrines, and health, education and natural gas facilities. NGOs sometimes enthusiastically try to take part in poverty alleviation. However, they often do not succeed due to the constraints of working under the Government umbrella even though most of them are donor driven. As a result of flood incidents, drought, and the Internally Displaced Peoples‟ (IDPs) scenario, NGOs have had an even more difficult time to take effective initiatives to alleviate poverty. Hence, thousands of families have become poor particularly in rural Balochistan. Development without the Government intension is not less than a nightmare. Therefore, the utmost willingness of Government plays a marvelous role in poverty alleviation. Based on the research findings, NGOs‟ presence seemed to be one of the reasons of increasing poverty particularly in the study area where both the Government departments and other NGOs do not feel comfortable intervening the NGO (BRSP) member households and communities in order to avoid duplication. It was found that the organization (BRSP) could not contribute much in household socio - economic conditions and human development indicators due to its constraints and limited portfolio. On the other hand, the Government departments, NGOs, donor agencies particularly the disadvantaged communities and households are all - together looking at the mirage of the poverty alleviation in the study area. To resolve the Balochistan issue and poverty related challenges the Government of Pakistan needs to review the central policies according to the demands of the political parties ( majority). This can help the country to grow and contribute in Balochistan development. Most significantly, since thousands of people and families depend on national an d international donors therefore, Balochistan NGOs should organize provincial, national and international conferences ensuring donors‟ participation ; thematically to eradicate the misconceptions and taboos about Balochistan that people of Balochistan do not appreciate the national and international support
