Abstract | Displacement and Resettlement is the complex process, especially displacement and resettlement associate with dam construction because almost of affected household are ethnic group. However , t o meet the need of economic and social development, number of people who have displacement and resettle is more and more increase. Besides that, policy and program for resettlement was interested to reduce negative impacts on livelihood o f affected household. Despite that, people still have to face with many difficulties. This research has reviewed, evaluated and analysis the impacts and relationship among resettlement policy, natural resource access and livelihood of affected household. Resettlement policy and scheme in Vietnam includes three components which are compensation, displacement and resettlement, and livelihood support after resettlement. Each resettlement scheme has particular rules which was built base on general rule of Stat e and capacity of investor. However, almost of scheme s only focused on infrastructure development in RA and compensation house for affected household. The implementing process is delayed and formalism . This leads to unsuccessful scheme . Natural resource access includes quality and quantity of natural resource that people have as well as right and time access that people allow to use . Whereas, quantity and quality of natural resource which are the most important aspects with livelihood of affected househol d, have been reduced a lot after resettlement . Time and right access have been improved but it could not compensate and support livelihood restoring of affected Livelihood of affected peop le was disordered by displacement. Furthermore, NRA reduce s ; liveli hood support is formalism and not efficiency; there is no model of alternative livelihood was provided to people. People had to change their livelihood and adapt themselves the new condition while their skill and education level is low. This leads to incom e and food security decrease sharply; unemployment increase especially women labor; and social evil relates to young in RAs increases. In order to stable and enhance living of affected household, resettlement program need to ensure NRA of people, especial ly quality and quantity of natural resource should be equal or better more than before resettlement. Livelihood support should be done in long time and model of alternative livelihood need to bring to commune of RA before people have to move and have to ba se on their knowledge and customs. |
